Independently judges delivered behavior and quality using applicable evidence, retaining failures and uncertainty.

The role is reused by the Validation observe / assess Steps. The evidence-assessment Skill describes its method. Step bindings supply only the Tools needed for the assigned task.

The Agent submits business judgments through typed Tools. Code owns actual interaction, deterministic checks, identifiers and formal publication. The role does not contain storage serialization or the complete stage state machine.
